(On Screen): Fox News provides a translation of the Iraqi interim constitution in English. It is short and to the point. And it was signed today by all the members of the governing council of Iraq. (Other relevant links: 1 2 3)

It contrasts rather sharply with the proposed constitution of the EU, which is phone-book length and is unlikely to be ratified. Perhaps the Europeans should travel to Iraq to learn how it's done.
