(Actually, I know why: it's run by bookies. Any opportunity for a little action.) The article begins, "Two legs good. Four legs better."

Let those humans use bicycles and see what happens. In the foot-race the humans are given a fifteen minute head start; if the humans were on bicycles you'd have to give the horses a half hour head start and they would still lose.
Enter those horses in the Tour de France. They wouldn't survive it; they'd die before the race was over. No horse is capable of that kind of speed and endurance. Even forgetting about keeping up with the human racers; just traveling that distance in that time would be enough to kill any equine.
