Oh, not in so many words. No world leader could actually say that quite that bluntly. But he talks about how there had been an opportunity to kill Arafat in Beirut twenty years ago, and regrets that it wasn't taken. On the other hand, he says, Arafat could still be a negotiating partner but only if he suppresses the violence. The true message couldn't be more stark.
