Stardate 20011011.1139 (On Screen): A column of trucks carrying food into Afghanistan was stopped by a local Taliban boss who, with his armed men, demanded a "road tax" to let them pass. Of course, this is despicable, but it has a deeper meaning. There is no way that this was ordered or otherwise authorized by the top Taliban leadership. The amount of money involved is much too small to be worth the political damage this will do. It means that anarchy is setting in, that the Taliban leadership are losing control (if they ever had it).
