Stardate 20010803.0906 (On Screen): One of the problems with
terrorism as a tactic of warfare is that terrorist movements take on a life of their own, and it can be really hard to stop them even after you've achieved your goal (or gotten close enough to it). Some people will get involved as much because they like the struggle and the power and the romance (and the fear, and the money) and they don't want to give that up. Since terrorist movements are quite often involved in crime anyway as a means of financing, it's not uncommmon for the remnants of a terrorist movement to continue on as organized crime. (The Mafia began that way in the 19th century.) It's a lot easier to start a fire than to put one out.
