Stardate 20010706.0724 (On Screen): It occurs to me that there may be a different answer to the Vieques bombing range. Instead of pulling out and searching desperately for a new place to perform those military exercises, why not buy out the people living on that island? Offer each of the 9500 residents $200,000 to leave, and turn the entire island into a military reservation. It would still cost less than trying to find someplace new.
